Plurality system in single-member constituencies and absolute majority system (containing elements of a bonus system and PR) in multi-member constituencies of different size (two to seven seats). If a list wins an absolute majority in a multi-member constituency it gets all the seats. If no list wins the absolute majority, the list with a relative majority gets at least half of the seats, the rest of the seats being distributed proportionally according to Hare quota between all the other lists that have passed the electoral threshold of 5%.
