There shall be a President of Singapore who shall be the Head of State. Where the total number of overseas electors lawfully entitled to vote at the election is less than the difference between the number of votes given to the candidates with the second greatest number of votes, the Returning Officer shall declare the candidate to whom the greatest number of votes is given to be elected.
