Question:How is the Head of State selected?

Comments: In the President rests the figure of Head of State and Head of Government. The President is elected by direct, universal, obligatory, free and secret suffrage for a five-year term. The candidate who receives 50% plus one of valid votes or the candidate who receives 40% of valid votes while the difference between him/her and the second candidate is 10%, is declared President. If none of the candidates fulfills these conditions, there is a second round of elections within 60 days from the first one. The candidate who receives the highest number of votes in the second round is elected as President.

Electoral System (Chamber 1)


Question:What is the electoral system for Chamber 1 of the national legislature?
Answer(s): g. List Proportional Representation
Comments: There are 130 deputies elected by universal, direct and secret suffrage. In single-member constituencies and special constituencies for the election of indigenous deputies, 65 deputies are elected by FPTP principle. The other 65 deputies are elected in multi-member constituencies by proportional representation from the lists headed by the candidates for President, Vice-president and Senators.
