Réponses The article 40 of the Constitution which says "The legislative power shall be vested in the National Assembly", bears some explanation. The corresponding clause of the 1960 Constitution was "The legislative power shall be exercised by the National Assembly. The National Assembly shall be composed of the Mineuiwon (the Lower House) and the Chameuiwon (the Upper House)". This article was amended, as it is today, by the constitutional amendment of 1962, and has remained intact since. For this reason, unlike the term "the National Assembly" in the 1960 Constitution, which meant "legislative bodies in general", in the present Constitution the term "the National Assembly" means both "the legislative body in general and the name of the sole chamber of the legislative body in particular".
