General Provisions
(3) Election Commissions are constituted from equal number of the representatives of political parties, political movements, or their coalitions (hereinafter referred to as ”political parties”), respectively, which file separate nomination papers. The political parties shall announce the full names of candidates and substitute candidates and their addresses to the person who calls to assemble the Election Commission. Withdrawal of nomination paper by a political party results in expiry of council of the political party in relevant electoral commission. The function of the member of the Election Commission expires on the day of delivery of a written notice of a political party, which nominated the candidate, or a written notice of the Commission member of his resignation addressed to the Chairman of the Election Commission. There are various internal requirements that control the selection of commissioners. First, one commissioner must represent Scotland, Wales and Northern Ireland, respectively (three total). Second, each of the largest three parties puts forth a candidate while the remaining parties put forth a fourth potential commissioner. The remaining are chosen by parliament. On the Electoral Commission's webpage, they describe the ten Commissioners as each having "different political backgrounds and experience" which "ensures broad representation and balanced views."

In addition, Supreme Committee members shall have the rank of Cabinet Minister at least. Members not having this rank prior to their appointment shall automatically be entitled to such a rank from the date marking their appointment.
The Secretary General shall meet all the requirements applicable to civil servants. In addition, s/he must:
(a) Be at least a college graduate;
(b) Be at least (35) years old;
(c) Demonstrate professional experience in administrative and financial matters for at least (10) years.
