Article 89
1. In exception to article 4, the voters registered on the voters’ list of the municipalities of Fourons and Comins-Warneton are authorized to vote in Aubel or Heuvelland respectively, in the polling station assigned by the Interior Minister.
2. For the election to the Chamber of Representatives the voters registered in the voters’ list from the municipalities of the electoral district of Rhode-Saint-Genèse have the authorization to vote in favor of a list either from the electoral constituency of Brussels Region or Flemish-Brabant.
Article 147bis.
§ 1. The following voters may mandate another voter to vote in his name (proxy vote)
1° voters who due to a disease or infirmity are in incapacity to go to a polling station or to be transported there. This incapacity is attested by a medical certificate. The doctors presenting themselves as candidates for the elections may not hand out such a certificate.
2° the voter who for professional or military reasons:
a) is retained in a foreign country together with members of his family who are living with him;
b) is in the Belgian Kingdom but cannot be present on the day of the elections in the polling station.
The impossibility under a) and b) is attested by a certificate from a military authority or civil or from the employer of the voter concerned.
3° The voter who works as a skipper/mariner; street hawker or carney and the members of his family live with him.
The exercise of these professions area attested in a certificate from the burgomaster of the community where the person concerned is enlisted in the population register.
4° the voter who on the Election Day is in a situation deprived of liberty due to legal measures.
This situation is attested by the director of the institution the person stays.
5° the voter who due to his religious convictions cannot go to a polling station
This impossibility must be justified through an attestation of the religious authorities
6° the student who for the reasons of studies cannot take part in the elections. This impossibility needs to be certified through the direction of the institution s/he attends.
7° the voter who for other reasons than the ones mentioned above is absent from his domicile on the day of the elections, due to a temporary voyage in a foreign country making it impossible to go to a polling station. This absence is certified by the burgomaster of his/her domicile or his/her delegate on the presentation of the necessary documents, or if s/he cannot organize the necessary document, on the basis of a declaration on the honor. The King determines the model of declaration of honor as
well as the model of certificate delivered by the burgomaster. The demand must be introduced to the burgomaster no later than the day before the election.
§ 2. Any voter can be appointed as proxy.
Each proxy can act as a proxy for only one voter.
§ 3. The authorization is written in a form model of which has been fixed by the King and that is delivered for free to the municipal administration. The authorization mentions the elections for which it is valid, the names and first names, birthdates and the addresses of the proxy and the voter.
The authorization form is signed by the voter and proxy.
§ 4. To be able to vote, the proxy hands in to the head of the polling station where the voter was supposed to vote, the authorization as well as one of the a above mentioned attestations. S/He shows her/his identity card and the conviction on which the head of the polling station mentions “Vote by proxy.”
§ 5. The authorization is included in the documents mentioned in article 146 (1st sentence) and sent to the justice of the peace.
Article 180
All Belgian citizens who are listed in the population register kept by the Belgian diplomatic posts or consulates abroad and who fulfill the conditions or the electorate as it is stated in article 1, are obliged to vote.
The persons mentioned in the first sentence register as voter in one or the following municipalities:
1° in the Belgian municipality where the person was last registered in the population register before leaving the country;
2° otherwise in the Belgian municipality of his birthplace;
3° otherwise in the Belgian municipality where the father or the mother of the person are or have last been registered in the population register;
4° otherwise in the Belgian municipality in which an up to third-degree relative is registered or has last been registered, or finally in the municipality where an ancestor is born, is registered or has been registered in the population register.
They exercise their right to vote either personally or by proxy in a polling station on the Belgian territory, personally or by proxy in the diplomatic post or consulate where they are registered, or by mail.
With the exceptions stipulated in this title, the provisions of the Electoral Code are to be applied regardless of which operus morandi to be chosen for the voting.
The diplomatic posts or consulates verify the conditions of the electorate listed in article 1, §1.

184A Application for registration as general postal voter
(1) An elector may apply to the Electoral Commissioner for registration as a general postal voter for a Division.
222.
(1) On polling day an elector is entitled to vote at any polling place for the Division for which he or she is enrolled or to vote as an absent voter, on making a declaration in an approved form, at any other polling place within the State or Territory for which he or she is enrolled at which a polling booth is open.
(1A) On polling day a person who is provisionally enrolled is entitled to vote as an absent voter, on making a declaration in an approved form, at any polling place within the State or Territory for which he or she is provisionally enrolled at which a polling booth is open (other than a polling place for the Division for which he or she is provisionally enrolled).
(2) Notwithstanding subsections (1) and (1A), where a hospital is a polling place, an elector is not entitled to vote at that polling place otherwise than under section 224 unless an appropriate person on the staff of the hospital has agreed to permit electors generally to vote at that polling place or unless the elector:
(a) is attending the hospital as a patient or as a genuine visitor of a patient; or
(b) performs functions or duties in the hospital.

(2) The Electoral Commissioner may appoint persons to be members of mobile polling teams for the purposes of this section and, in respect of each team, a person to be the leader.
249. Antarctic electors
(1) An elector who is, or expects to be, in the course of employment, in Antarctica may, by notice given to the Electoral Commissioner, request that he or she be treated, while in Antarctica, as an Antarctic elector in relation to any election the polling day of which occurs while the elector is in Antarctica.

(1) The Electoral Commissioner may, by notice in the Government
Gazette —
(a) appoint such polling places for regions and districts as
the Electoral Commissioner considers necessary;

(c) appoint such other polling places as he thinks fit in any
institution or hospital, or both;
100A. Mobile portable ballot boxes at certain institutions and
hospitals, provision of etc.
(1) Where a polling place has been appointed under the provisions
of section 100, at any institution or hospital, the presiding
officer appointed under section 102(5), notwithstanding any
other provision of this Act, shall with another officer attend at
the polling place, at such times or during such hours as are
provided by subsection (2) with such number of mobile portable
ballot boxes as the Electoral Commissioner thinks fit and
approved by him for the purpose of affording an opportunity to
vote to every elector who —
(a) is for the time being resident in the institution or hospital
wherein the polling place is appointed to be; and
(b) by reason of illness or infirmity or in the case of a
woman, by reason of approaching maternity, is unable to
attend at another polling place to record his vote.
100B. Mobile portable ballot boxes in declared remote areas,
provision of etc.
(1) Where any area of the State is a remote area of the State for the
purposes of this Act by virtue of a declaration under
section 100(1)(e), the presiding officer and other officer appointed under section 102(5), notwithstanding any other
provision of this Act, shall attend at such places in the remote
area, and at such times in the period of 14 days up to and
including polling day, as the Electoral Commissioner thinks fit,
with such number of mobile portable ballot boxes as the
Electoral Commissioner thinks fit and approved by him for the

4.67. Where to vote in person
In a voting in person election —
(a) a vote (absent vote) may be cast before election day at the offices of another local government in such circumstances as are set out in regulations;
(b) a vote (early vote) may be cast before election day at the local government’s offices, or at a place notified for that
purpose in the election notice, in such circumstances as are set out in regulations;
(c) a vote in person on election day may be cast at a polling place appointed for the election.

5. If the voter becomes aware not later than thirty days before the election that he / she will not be able to arrive at the polling station at the place of his / her registration on the Election Day, he / she has the right to apply to the local executive body at the place of his / her stay with a written application for inclusion in the relevant voter list.
At the address of the citizen according to this point the local executive body will organize the exception of the citizen from the list of voters in the place of registration and its inclusion in the list of voters of that site on which the citizen will vote.
6. Students in secondary special and higher educational institutions, as well as in vocational training programs of postgraduate full - time education, living in hostels, are included in the list of voters at the location of the hostel.
7. The registers of voters, who are military servicemen in the military units as well as members of their families and other voters living in the locations of military units, shall be compiled on the basis of the data submitted by commanders of the military units.
8. The voter registers by polling stations to be formed in the rest houses, health resorts, medico-prophylactic institutions, in the places of the citizens’ stay in the remote and hard-to-reach areas, in the distant pastures, in the investigative wards and detention centers as well as in the representative offices and agencies of the Republic of Kazakhstan in foreign states, on board of ships belonging to the Republic of Kazakhstan that on the day of elections are in navigation shall be compiled on the basis of the data submitted by the chiefs of the named establishments, corresponding akims, chiefs of the named representative offices and agencies and captains of ships.
The voter registers by polling stations to be formed in the places for temporary stay (rest homes, health resorts, medico-prophylactic institutions, in the outruns, in investigative wards and detention centers, including the representative offices of the Republic of Kazakhstan а abroad, on board the ships belonging to the Republic that are in navigation on the Election Day) shall be subject to mandatory adjustment on the day preceding the Election Day.
(Art. 24).
6. If some voters cannot come to the polling station due to their state of health, by the reasons of nursing after an ill member of their family, including the voters living in the remote and hard-to-reach areas where no polling stations have been formed, the precinct election commission shall organize voting in the place of stay of such voter on the basis of their written applications to be submitted not later than at 12:00 am of the local time on the Election Day.
Upon a receipt of the application mentioned in this clause, the chairperson of the election commission shall make a corresponding mark in the voter register against the surname of the voter who has submitted an application.
During organization of voting outside the premise of polling station two members of the election commission shall accompany the portable ballot-box.
6-1. When a voter changes the place of his/her stay within the period between submission of the voter register for public formalization and the day of election, the precinct election commission shall issue for this voter an absentee vote certificate that shall confirm his/her right to vote on the basis of the voter’s request and upon submission of a document identifying the voter. In this case an appropriate mark shall be made in the voter register. When a voter submits his/her absentee vote certificate on the Election Day, the precinct election commission shall include the voter in the voter register of the electoral precinct where the voter resides.

The electoral district is divided into a number of polling centers that include several polling stations as per a decision by the interior minister. Each village that has a minimum of 100 voters and maximum of 400 will have one polling station. This number can be increased to more than 400 voters in one polling station if the safety of the electoral operation called for that where it shouldn’t exceed 600 voters. The number of polling stations with each center cannot exceed 20. The minister’s decision regarding distributing the polling stations will be published in the Official Gazette and on the ministry’s website at least 20 days before the Election Day. Amending this distribution in the week that precedes Election Day isn’t permitted except for serious reasons and a justified decision.

An application launched by the Ministry of Interior prior to the third term of the elections of the members of the Municipal Councils to be the only official way for voting in the Municipal Council and Shura Council elections, aiming for a better electoral process and effective political participation through giving citizens - inside and outside the Sultanate - the opportunity to cast their votes and choose their representatives easily. The application was first utilized during the General Federation of Oman Workers elections to test its efficiency before being used in the Municipal Council elections for the third term.
Oman introduced e-voting using special smartphone application for voters from abroad in 2019 Shura Council Elections. The application has been used for the 2023 elections as well.

Within one week after appointment of Returning Officers, the Commission shall provide, in the prescribed format, a list
of proposed polling stations for each constituency to the Returning Officer of that constituency indicating the electoral areas assigned to each polling station and publish the list on its website.
The following persons may cast their votes by
postal ballot in such manner as may be prescribed—
(a) a person referred to in sub-sections (2) or (3) of section 27;

Voters shall exercise the right to vote in the constituency of their permanent residence.
e) Voters, who, for reason of illness, cannot go in person to the polling station where they are enrolled in the electoral register, may vote in their homes before an electoral committee.
They must notify the district electoral commission about this not later than three days prior to Election Day.
f) Voters, who, on the day of the election, are not in the town where they have permanent residence because they are doing military service, may vote by post in the constituency in which they have permanent residence.
People in care in retirement homes who do not have permanent residence there, and voters who are hospitalized, may also vote by post, provided that they have notified the district electoral commission or the constituency electoral commission not later than seven days prior to Election Day.
Voting by post shall be conducted before the day determined as Election Day.
Voters, who are abroad on Election Day because they have temporary or permanent residence there, may vote by post or through a diplomatic consular representative body of the Republic of Slovenia, provided that they have notified the Republic Electoral Commission not later than thirty days prior to Election Day, and that the country in which they are residing approves of such voting or that it is authorized by an international agreement.
The ballot paper shall only be accepted if a voter casting his vote by post also encloses a voting card in the envelope verified by a diplomatic consular representative body of the Republic of Slovenia or a body of the state in which he is temporarily or permanently residing.
The provisions valid for elections in Slovenia shall be applied accordingly for voting by post from abroad or through diplomatic consular representative bodies of the Republic of Slovenia.

a.) In order to administer the conduct of elections each of the 22 electoral districts on Sri Lanka are subdivided into a number of polling divisions. Each polling division has a number of polling stations for the conduct of poll. There were 9981 polling station during December 2001 parliamentary elections.
d.) There are also specially designated polling stations for voters from uncleared areas (war areas). They are know as cluster polling stations. There is also a provision for voters displaced due to conflict.

In order to provide favorable conditions for voters, polling stations are formed taking into consideration borders of districts, cities, districts in cities with purpose of forming maximum convenience for voters. Borders of polling stations must not cross the borders of constituencies.
Polling stations may be formed at representations of the Republic of Tajikistan in foreign states, sanatoriums, rest houses, hospitals and other in patient medical institutions, places of citizens residences located in remote and difficult access settlements, which are included in the constituencies in accordance with their location. The CCER settles questions of attaching polling stations formed outside the Republic of Tajikistan, to constituencies.
