The President of the Republic, after consultation with the President of the National Assembly and the President of the Constitutional Court, shall be able to take the initiative of the referendum on any question relative to the promotion of and the reinforcement of human rights, about trans-regional or regional integration and about the organisation of the public authorities. The deputies can, by a 3/4 majority vote, decide to submit any question to a referendum.
