Description of Electoral System:
According to the Constituent Assembly Election Act 2064, the Nepalese Constituent Assembly shall consist of 497 members. 240 members are elected from single constituencies under the First Past The Post System while 240 additional members are elected from a single constituency under the Proportional System. The final 17 members are to be nominated by the Council of Ministers.

For the 2008 elections, a temporary Electoral System has been created. This electoral system is regulated in the Constituent Assembly Election Act 2064 and could be described as a Parallel System using FTTP and List PR.

The Politics of Nepal are currently in transition from a Hindu monarchy to a secular republic.
Currently, the Prime Minister is still the head of state and head of government. Nepal has a pluriform multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the Nepal House of Representatives.
On December 23, 2007, an agreement was made for the monarchy to be abolished and the country to become a republic. A republic may be established in 2008 provided that a simple majority of the constituent assembly, to be elected in early 2008, votes to abolish the monarchy.
