for president and vice president elections,elections members of National Assembly and Grand National Assembly: Every citizen above the age of 18, with the exception of those placed under judicial interdiction or serving a prison sentence, shall be free to elect state and local authorities and vote in referendums.
Elections for municipal councilors and mayors: Must be Bulgarian citizens who are 18 years of age on election day, including, not under guardianship, not serving a custodial sentence and lived for at least the last six months in the relevant village.
(2) Every citizen of the country - State of the European Union, which is not a Bulgarian citizen has the right to elect municipal councilors and mayors, if aged 18 or over including election day, is not under guardianship is not serving a sentence of imprisonment a status of long-term or permanent residence in the Republic of Bulgaria, lived for at least the last six months in the local community and is not deprived of the right to vote in the Member State of nationality.

A voter whose permanent and current address are in different locations, may apply to be registered in the electoral roll at current address not later than 14 days before election day. The request shall be made in writing to the mayor, district, city hall or deputy mayor and includes the personal identification number of the voter, the type and number of identity document and his signature or by electronic application through the website of the municipality at the current address of the person.
