The Independent Election Commission has an overall responsibility for voter registration, and it determines and announces the voter registration dates.
To register the voters, at least one voter registration center shall be established in each district. In a city, each nahia has at least one registration center. The number of registration stations is established according to the population of the district or nahia.
Independent Election Commission also designates specific registration stations for nomads and establishes mobile teams for registration of in-patients, prisoners that are not deprived from their political rights by a court order and armed forces. Voter registration locations are designated and publicly announced by the Independent Election Commission at least 7 days prior to their opening.

City, rural, settlement executive committees, and in the cities with district division – local administrations, district executive committees in the cities and urban-type settlements where the city and settlement executive committees are not created, ensure recording of participants and transfer to the precinct commissions of lists of the citizens of the Republic of Belarus registered on the territory of the respective voting precincts and having the right to participate in elections, referendum, voting on recall of a deputy signed by the chairperson of respective executive committees, and in the cities with district division – by the heads of local administrations.
Lists of the citizens who are military personnel being in military units, as well as the members of their families and other voters, participants of referendum residing in the areas where military units are located shall be drawn on the basis of the data submitted by commanders of the military units. Servicemen residing outside military units are included into the lists of citizens having the right to participate in elections, referendum, voting on recall of a deputy, at the place of residence on common terms.
Lists of the citizens having the right to participate in elections, referendum, voting on recall of a deputy by the polling stations created in sanatoriums, preventoriums, rest houses, hospitals and other healthcare organizations providing in-patient medical assistance are drawn on the basis of the data being submitted by heads of the mentioned institutions.
Lists of the citizens having the right to participate in elections of the President of the Republic of Belarus, deputies of the House of Representatives, in republican referendum, by the voting precincts created outside the Republic of Belarus are drawn on the basis of the data submitted by the heads of diplomatic representations (consular institutions) of the Republic of Belarus acting on the territory of respective foreign states.
Surnames of citizens in the list are indicated in the order convenient to hold voting.

Article 10.
§ 1. In the case described in article 105, the Council of the burgomasters and lay
judged closes the list of voters 24 days before the Election Day.
In the case mentioned in article 106, the list of voters is closed on the date of the royal decree
that fixes the date of the elections. The voters are nevertheless invited to vote on the basis of the list
which has been drafted for the regular meeting of the electoral committees if the dissolution of the
Chamber of Representatives takes place after the 24th day preceding the date of the regular meeting
of the electoral committees meaning an election has to be organized before the scheduled date.
§ 2. The voters’ list contains the name, first names, birthdate, gender, main place or
residence and the identification number from the national register or individual residents as it is
stipulated in article 2, sentence 2 of the law from 8 August 1983. The register uses a continuous
numbering and is organized by municipality or if not available, by section of a municipality either by
alphabetic order of the voters or by geographic order of the streets.
§ 3. If the elections for the Chamber of Representatives take place on the same day
as the elections to the European Parliament, the list of the Belgian voters enlisted in the population
register or a Belgian municipality for the elections to the European Parliament equally serves as the
list of voters for the election to the Chamber of Representatives.

Article 5: Every permanent list shall be administered in compliance with special legal regulations.
Article 6: (1) Special lists shall be administered by local authorities, municipal authorities, metropolitan authorities, authorities of municipal districts or municipal sections of territorially subdivided statutory towns and municipal authorities of the City of Prague.
(5) The embassies shall establish special lists for all voters
Section D: There is no centralized voter register in the country and municipalities are responsible for voter registration. Voter registration is passive, except for citizens residing abroad who must actively register with the MFA.12 Eligible voters are entered into voter registers based on their residence data in the Population Register, administered by the MoI. Municipal offices update permanent voter lists as well as compile special voter lists to include people from hospitals, rest homes, and prisons. For both elections, the voters may receive an absentee voting certificate and vote at any other polling station in the country or abroad. There are no mechanisms in place to provide nationwide cross-checking of records in voter lists.
Both permanent and special voter lists are closed two days before the opening of polls. Nevertheless, voters, whose names are missing from the lists and who can prove their right to vote at a given polling station, can be included in the voter list on election days

1. Article 44: (1) The authority in charge of executing sanctions shall submit data to the State Election Commission on persons who are in detention or serving prison sentence, based on the records kept by this authority, at the national level and not later than 30 days prior to Election Day or referendum.
