Programme Advisory Board

The ACE Programme Advisory Board consists of the following representatives of the ACE Partners:

 

Elections Canada

Alexandre Michaud is Senior Analyst at Elections Canada's International Affairs directorate. Previously, he was working as an elections lawyer for Elections Canada. He also has experience in managing elections at the EMB level as well as at the electoral district level. He joined Elections Canada in 2003. He speaks French (mother tongue) and English (professional).

International Foundation for Electoral Systems (IFES)

Gabrielle Bardall

Gabrielle Bardall is a Research Officer with IFES’ F.Clifton White Center for Applied Research, where she focuses on election violence, civic engagement and election administration. Gabrielle joined IFES in 2005 and worked in the Democratic Republic of Congo, Burundi and Guinea before joining the Applied Research Center in December 2008. Before joining IFES, Ms. Bardall worked with local non-profit projects in West Africa and Latin America on civic participation issues.

International IDEA

Rushdi Nackerdien

Rushdi Nackerdien has been involved in the elections administration sector for more than 10 years, first working for an EMB and then as an independent consultant specialising in capacity building and training. While working in the EMB, he was responsible for voting operations, vote counting, results processing and training of election officials over multiple elections. Rusdhi is a fully accredited BRIDGE facilitator and has done training in South Africa, Sweden, Australia, Nigeria, Ghana, Armenia, Yemen and Kenya.

United Nations Development Programme (UNDP)

Linda Maguire

Linda Maguire is the Electoral Advisor in UNDP’s Democratic Governance Group. In her current position, she provides policy and project advice on elections to UNDP country offices and their national partners, undertakes a research agenda, and maintains partnerships between UNDP and organizations within and beyond the UN. Before joining UNDP, she was Senior Program Officer for West Africa with the National Democratic Institute for International Affairs (NDI), where she managed the electoral assistance programs in Côte d'Ivoire and Mali and  provided support to legislatures, political parties and civil-society initiatives in the region.

United Nations Electoral Assistance Division (UNEAD)

Armando Martinez Valdes is an electoral/political affairs officer of the Electoral Assistance Division, in the Department of Political Affairs (EAD/DPA) of the United Nations, where he is responsible for overseeing EAD projects in Latin America. He is also the Team Leader for EAD Policy, Cluster II and Team Leader for Partnership and Resource Mobilization, Cluster III. Prior to joining EAD/DPA, he was an electoral and human rights officer in East Timor and spent two and a half years with UNAMET and UNTAET. Mr. Martínez Valdés, a national of Panama, obtained a biochemistry engineer degree at the Monterrey Institute of Technology. He also earned advanced university degrees in engineering and economics.

United Nations Department of Economic and Social Affairs (UNDESA)

Almaz Atnafu works at the Governance and Public Administration Branch of the United Nations as Public Administration Officer. She served as the Officer-in-Charge of the Office of the Neutral Facilitator of the Inter-Congolese Dialogue in DRC and Chief Election Administration Officer of the Electoral Division of MONUC. She has several years of experience in providing technical support and advice on election.

Electoral Institute for the Sustainability of Democracy in Africa (EISA)

Dieudonné N. Tshiyoyo

Dieudonné N. Tshiyoyo is currently Acting Manager, Elections and Political Processes Department at EISA (Electoral Institute for the Sustainability of Democracy in Africa). Before joining EISA in May 2004, Mr. Tshiyoyo was Lecturer at the University of Kinshasa (DR Congo). He has extensive experience in designing and developing manuals and programmes, and has also conducted and facilitated various trainings in election administration, election observation and conflict management for EMBs, civil society organisations, political parties and regional/international organisations throughout the African continent. Mr. Tshiyoyo is a Full Accredited BRIDGE Facilitator.
