Elections Canada
Belaineh Deguefé is currently the Deputy Chief Electoral Officer, Policy, Planning and Public Affairs and is responsible for the organization’s international activities. He joined the Public Service of Canada in 1985 and has been a member of the executive cadre for the last 12 years. Belaineh holds a Masters degree in Public Administration from Queen’s University (1985), and a Bachelor of Arts (Honours) in Political Science with a Major in French Literature. He is married with two sons.
EISA
Mr. Denis Kadima has been Executive Director of EISA (formerly Electoral Institute of Southern Africa) since December 2002. Since joining EISA, Mr Kadima has expanded the organisation's geographic and programmatic scope, which now covers the whole of Africa and encompasses not only elections but also selected areas in the field of democracy and governance. Mr. Kadima is the founder of EISA's accredited Journal of African Elections and has published extensively on elections and democracy.
Instituto Federal Electoral - Mexico
Mr. Manuel Carrillo has been Chief of Staff for International Affairs at the Federal Electoral Institute since 1993. He worked in the public officials' training program at the National Institute of Public Administration (INAP), as well as several agencies of the Mexican Government, such as the Ministry of the Interior and the Office of the President of the Republic. He has participated in several missions of electoral observation and technical assistance projects regarding the organization of elections in other countries. He has written several articles on electoral issues, and colaborated in the second edition of the Electoral Dictionary published by the Centre of Electoral Promotion and Asisstance of the Inter-American Institute of Human Rights (IIDH-CAPEL).

International IDEA
Mr Andrew Bradley is the Director of Global Programmes at International IDEA. He was previously the Assistant Secretary-General of Political Affairs and Human Development for ACP Secretariat, Brussels Belgium. He was the Editor-in-Chief for the Quarterly Newsletters for EDULINK, ACP S&T Programme, and Support Programmes for Cultural Industries and ACP Cinema & Audiovisual Sector, respectively; and an expert on Political Dialogue & Relations with International Organizations for ACP Secretariat, Brussels, Belgium. He has also served as a diplomat in various positions, including Deputy Director, First Secretary and Counsellor South African Department of Foreign Affairs, Pretoria, Brussels, Geneva and Ottawa.
United Nations Development Programme (UNDP)
Ms. Geraldine Fraser-Moleketi (South Africa) is the Democratic Governance Practice Director in the Bureau for Development Policy (BDP). Geraldine served her Government for over 14 years in various positions, most recently as Minister for Public Service and Administration and Member of the South African Parliament. Prior to this, she was Minister of Welfare and Population Development. She has also served in a number of leadership roles within Parliament, including as Chairperson of the Sub-Committee on Rules of the National Assembly of the Parliament of South Africa.
Geraldine began her career in politics in 1980 when she left South Africa for Zimbabwe to join the African National Congress in exile where she worked in its political and military structures. During her period in exile, she worked in the areas of administration, communications and development. She returned to South Africa in 1990 to contribute to South Africa's transition to democracy. She is a Member of the United Nations Committee of Experts on Public Administration, has published various works on public administration, and has delivered numerous papers at both national and international conferences. She served on the Cabinet Committees for Economic Affairs, Social Administrative Affairs, Security and Intelligence and the Committee on the Service Conditions of Political Office Bearers. She helped to coordinate the transformation of the Child and Youth Care System and contributed to the work of an Inter-Ministerial Committee on Poverty and Inequality.
Geraldine has been instrumental in mainstreaming gender into government policies. She led South African delegations to the Organisation for African Unity and Commonwealth Women Minister's meetings and chaired the Youth Minister's Conference of the OAU in Addis Ababa as well as the Pan African Conference on Women's Development, Equality and Peace in Rwanda.
Geraldine’s leadership role stretches well outside government. She serves on many Boards, Committees and African Regional Institutions. She was awarded a fellowship to the Institute of Politics at the Kennedy School of Government. She holds an M.A. in Public Administration from the University of Pretoria.
United Nations Department of Economic and Social Affairs (UNDESA)
United Nations Electoral Assistance Division (UNEAD)
Mr. Craig Jenness is the Director of the Electoral Assistance Division in the Department of Political Affairs (EAD/DPA) with the United Nations Secretariat in New York. As Director, he advises the Secretary-General and the United Nations’ Focal Point for Electoral Assistance Activities on matters relating to requests from Member States for electoral assistance. Mr. Jenness assumed the post of Director of EAD/DPA in July 2006.
Before joining EAD/DPA, Mr. Jenness was appointed by the Secretary-General to serve as International Commissioner on the Independent Electoral Commission of Iraq. As International Commissioner, he headed all UN electoral assistance to the Iraq Election Commission for the December 2005 General Elections. He was also a non voting member of the Election Commission. Prior to assuming this post, Mr. Jenness served in the UN Mission in Kosovo (UNMIK) as the Senior Adviser to the SRSG. From 2001 to 2004 he was Head of the OSCE Mission to Skopje. His previous experience includes missions with the UN and the OSCE in Kosovo, Bosnia and Herzegovina, Georgia and Cambodia. Mr. Jenness also served as Head of the OSCE's Election Support Team to Afghanistan during the parliamentary and provincial elections in 2005, as a member of the UN Expert Panel for the Afghanistan presidential elections in 2004 and as Head of the IOM Out-of-Country Voting Programme in Iran for the 2004 Afghan elections.
A citizen of Canada, Mr. Jenness is a barrister and solicitor by profession.
