Voter and Civic Education Module

This module examines the definitions, rationale and principles that underpin voter information, civic and electoral education as well as the considerations that need to be taken into account when developing and implementing voter and civic education programmes. This module also highlights the need to include an effective monitoring and evaluation as well as documentation and archiving strategy when designing electoral education and information programmes.

Depending on the needs and expectations of the participants, this module can be customised to focus on effective planning of either civic and electoral education programmes and/or voter information programmes. Irrespective of the focus, the module begins with a theoretical introduction to voter and civic education that defines the similarities and differences between voter information, electoral education and civic education. In addition, it explores concepts such as political efficacy in terms of the rational for implementing public outreach programmes as well as principles such as universality, impartiality and clarity that need to be upheld in order for any outreach programme (whether civic and electoral education or voter information) to be effective.

The second part of the module, which is practical, caters for participants who have an expressed need to learn how to plan effective civic and electoral education programmes and/or voter information programmes. Key steps include: establish focus, understand learners, assess available resources, select objectives, design process, implement programme, evaluate programme and document and archive programme.

The module is highly interactive and successful presentation will require full involvement of the participants in a number of culturally appropriate activities. The module should provide a framework and methodology for EMBs, Educational Institutions and CSOs to develop highly effective, focused and cost-effective voter information and/or civic and electoral education programmes.

The module is a merge of the V2 BRIDGE Voter Information and Civic Education modules. This new V3 module also includes updates in terms activities, resources and language.

  • All elements of a Voter and Civic Education programme must be carefully documented and stored.
  • Voter and Civic Education programmes work best when they support a long term, Voter and Civic Education strategy.

  • To explore the concepts of civic education, voter education, electoral education and voter information in order to aid informed decisions about their use in a Voter and Civic Education programme.
  • To explore different approaches to civic education, voter education, electoral education and voter information programmes.
  • To explore different mediums used in civic education, electoral education voter education and voter information programmes.
  • To consider the Programme Elements-Design, Planning, Preparation, Implementation, Evaluation and Documentation – needed in Voter and Civic Education programmes.
  • To explore the merits of a long term, strategic approach to Voter and Civic Education.
  • To design a context-specific plan/programme for civic education, voter education, electoral education and voter information.
