- Nivel de productividad supera, largamente, el índice esperado SEGUNDO JEE LIMA ESTE RESUELVE EL 43% DE ACTAS OBSERVADAS JNE dota de personal a estas instancias para acelerar tratamiento de casos Entre la tarde del lunes y el mediodía de hoy, el Segundo Jurado Electoral Especial de Lima Este (SJEE-LE), con sede en San Juan de Lurigancho, ha resuelto 797 de las 1830 actas observadas que le fueron remitidas desde las Oficinas Descentralizadas de Procesos Electorales (ODPE). El nivel de productividad alcanzado por esta instancia electoral (43.55 por ciento) supera largamente el índice esperado para este proceso de revocatoria de autoridades municipales de Lima Metropolitana, realizado el domingo último. Al respecto, el titular de este colegiado, doctor Gino Yangali Iparraguirre, refirió que la celeridad alcanzada responde a la dedicación, compromiso y la mística de trabajo puesta en práctica por los miembros del pleno y del personal que integra este JEE. Destacó, del mismo modo, el apoyo que recibe de la Presidencia del JNE con la dotación de personal para imprimir celeridad al tratamiento de actas observadas. “Nuestro compromiso es con la ciudadanía, trabajamos para que, en aplicación de la ley, se respete la voluntad popular depositada en las ánforas”, anotó. Yangali Iparraguirre informó de que la mayor parte de actas observadas derivan de errores de cálculo, sobre todo porque el número de votos difiere de la cantidad de votantes. En tanto dijo que un reducido grupo presentan problemas de ilegibilidad, están incompletas o sin firmas. Explicó que, una vez que estas actas sean resueltas, existe un período de impugnación de tres días hábiles para que cualquiera de las partes involucradas en el proceso pueda apelar la decisión tomada. De ser así, manifestó, los expedientes llegan al Pleno del JNE, instancia que resolverá en última instancia. Debe indicarse que el Segundo JEE de Lima Oeste, con sede en San Isidro, también viene realizando significativos avances. El reporte del JNE de las 12:00 horas de hoy, da cuenta de que resolvió 626 de las 1668 actas observadas que le fueron asignadas, lo que representa el 37.53 por ciento de los casos.

El apreciable nivel de productividad responde a que los JEE se encuentran en sesión permanente y al trabajo coordinado de sus integrantes con el firme propósito de hacer respetar la voluntad popular. Con este objeto, el Jurado Nacional de Elecciones (JNE) ha destinado personal de apoyo a estas instancias para que las actas observadas sean resueltas con prontitud y en estricto respeto a la ley. Según el reporte del JNE de las 12:00 horas, el Segundo JEE de Lima Este, con sede en San Juan de Lurigancho, ha resuelto 1272 actas de las 1830 recibidas, lo que representa un grado de avance del 69.51 por ciento. En orden de productividad le sigue el Segundo JEE de Lima Oeste, de San Isidro, y el Tercer JEE de Lima Norte, en Comas, los cuales alcanzan las 893 y 755 actas tratadas, respectivamente. Lo resuelto por estos órganos electorales entra en periodo de impugnación, durante tres días, plazo en el que se puede apelar lo resuelto a la segunda y definitiva instancia constituida por el JNE.
