Romanian annulled votes recount to end on Monday (Reuters, 2009)
A recount ordered by the Romanian Constitutional Court of about 138,000 annulled votes cast in a Dec. 6 presidential ballot, is expected to be completed by Monday at 1300 GMT, the Central Election Bureau said on Friday.

Precisa el Jurado Nacional de Elecciones DISPENSA PROCEDE SOLO POR CAUSAS DEBIDAMENTE JUSTIFICADAS Sucede lo mismo en caso de miembros de mesa que no cumplieron su labor Las solicitudes se pueden presentar desde el día siguiente de las Nuevas Elecciones Municipales La dispensa por no acudir a votar y la justificación por no cumplir el encargo de miembro de mesa de sufragio en el proceso de Nuevas Elecciones Municipales de Lima solo proceden por motivos debidamente justificados y probados, precisó el Jurado Nacional de Elecciones (JNE). Las causas por las que se puede exonerar de la multa por el incumplimiento del deber cívico de votar son: enfermedad, fallecimiento de familiar directo, incapacidad mental, robo o pérdida de DNI, falla en el padrón electoral, desastres naturales y otros casos de fuerza mayor. Respecto de los miembros de mesa que no cumplieron con su labor, el Reglamento de justificación, dispensa y multa electoral del JNE señala que las justificaciones proceden por casos de enfermedad, incapacidad física o mental, lactancia y por motivos de fuerza mayor. Dichos trámites se pueden realizar, en forma personal o a través de un tercero (mediante carta poder simple), los días sucesivos a los comicios ante la Unidad Orgánica de Servicios al Ciudadano del JNE. Las solicitudes procederán necesariamente con la presentación de los documentos probatorios sobre el hecho que impidió acudir a votar o, de ser el caso, causó la inasistencia del miembro de mesa. Además, debe portarse el DNI vigente y pagar la tasa de S/ 20.00 nuevos soles en el Banco de la Nación (tributo 01465), de acuerdo a lo establecido en el Texto Único de Procedimientos Administrativos (TUPA) del JNE. Las gestiones también pueden realizarse en las Unidades Regionales de Enlace del JNE (en caso de provincias), en los Jurados Electorales Especiales y en las oficinas consulares (de encontrarse en el extranjero).
