تعليقات Japan uses the mixed-system. In the Lower House (Shugiin), for the plurality system, Japan is divided into 289 single member districts and for the proportional representation system, it is divided into 11 blocks. In the Upper House (Sangiin), for the single non-transferable vote system, Japan is divided into 45 multi-member districts and for the propotional representation system, it is one nationwide district.
