تعليقات After the ballot boxes have been received by the returning officer, they are opened at the place, date and time specified for the final count of the votes, and in the presence of the candidates or their representatives. The returning officer, as soon as he has ascertained the result of the poll, forthwith publicly declares the result and announces the candidate to whom most votes have been given to be elected as the member of the constituency.
