96: The right to initiate legislation (the right to submit draft laws and other issues to the discussion of the Milli Majlis of the Republic of Azerbaijan) in the Milli Majlis of the Republic of Azerbaijan belongs to the Members of the Milli Majlis of the Republic of Azerbaijan, the President of the Republic of Azerbaijan, the Supreme Court of the Republic of Azerbaijan, forty thousand citizens of the Republic of Azerbaijan enjoying suffrage, the Prosecutor's Office of the Republic of Azerbaijan and the Ali Majlis of the Nakhichevan Autonomous Republic.
The manner in which 40 thousand citizens of the Republic of Azerbaijan enjoying suffrage exercise their right to initiate legislation shall be defined by law.

Law on Referendum:
Article 9:
Civil initiative is raised for submitting a proposal for changing the Constitution of the Republic of Macedonia, for proposing for passing a law and for passing decisions and other issues that are under the authority of the Assembly.
Civil initiative may be raised for announcing referendum, for expressing the opinion of the citizens upon certain issues that are under the authority of the Assembly.
