6. (2) The Commission shall consist of:

20. (1) There shall be an Australian Electoral Officer for each State who shall, subject to the directions of the Electoral Commissioner, be the principal electoral officer in the State.
The Electoral Commissioner is responsible for the overall management and operation of the Australian Electoral Commission (AEC). Assisting the Electoral Commissioner are the Deputy Electoral Commissioner and two first assistant commissioners.
State managers, who hold the statutory appointment of Australian Electoral Officer (AEO), are responsible for electoral activities within their state or territory.
Currently there are eleven positions at the AEC.

There shall from time to time be appointed by Order in Executive Council a Chief Electoral Officer, stationed in Rarotonga, who shall be charged with the duty of carrying the provisions of the Electoral Act into effect. The Chief Electoral Officer shall appoint a Deputy Chief Electoral Officer, and in the event of any election, appoint the following electoral officials:
(a) a Returning Officer for each constituency, who shall be in charge of the election in the constituency for which he or she is appointed;
(b) a substitute for any Returning Officer to act in the case of the illness, absence, resignation, death, or removal of that officer.
With the approval of the Chief Electoral Officer, every Returning Officer may appoint as many Presiding Officers and Poll Clerks or substitutes as he or she deems necessary for the effective taking of the poll at every polling booth.

The State Provincial Office shall, in good time before parliamentary elections, appoint an electoral district committee for each electoral district referred to in section 5. Its term of office shall continue until a new committee has been appointed. The committee is appointed by the State Provincial Office in whose province the committee meetings are held.
The electoral district committee consists of a chairperson, deputy chairperson and three other members and four deputy members. Both the members and deputy members shall, if possible, represent the political parties which in the previous parliamentary elections nominated candidates and were registered in the register of political parties in the electoral district. The member or deputy member who, according to the candidate application received by the committee, have been nominated as a candidate by a party or a constituency association cannot participate in the work of the committee in the elections in question.

These provincial and regional commissions are constituted of the General Prosecutor and the wali (regional governor) or provincial governor. They ensure the smooth running of the election. 26. At least 48 hours before the vote, the wali or the governor (provincial level) appoints a president, three assistants and substitutes for each polling station. Members can be civil servants employed by a public administration or non-candidate voters who can read and write and are known for their neutrality.
