The CEC allocates to the parliamentary parties that, in the last parliamentary
elections, have obtained more than 20% of the seats in the parliament, equal airtime
of not less than 30 minutes on Public Television and the same on Public Radio,
whereas for the other parliamentary parties this airtime is not less than 15 minutes.
The increase of the broadcasting time within a respective group increases
proportionally the airtime at the disposal of the other group;

The 1979 Press Law forms the legal basis for control and censorship of the press. No newspaper can be issued without the authorization of the Ministry of the Interior following a decision by the Council of Ministers (Article 19). The Minister of Information has the power to examine any written material before and during printing and to ban the printing of any newspaper or other publication if the content of the material contradicts the provisions of the Press Law (Article 5).

The Government controlled the media generally through directives and guidance from the Ministry of Interior. Publications that were judged offensive could be confiscated or indefinitely suspended. The Government may censor newspapers directly by ordering them not to report on specific items or events. The Government registered and licensed domestic newspapers and journals and could use the licensing process to prevent the publication of materials that exceeded its threshold of tolerable dissent. The Ministry of Interior controlled foreign publications by removing banned publications from circulation.

According to Art. 13 of the LENC (Law on the Election to the National Council) the Central Election Commission discuss information on assuring the assignment of equal broadcasting time in television and radio broadcasting during the election campaign.
Art. 32 para 10-11. of the broadcasting act orders that broadcasting of political advertising and advertising promoting religion or atheism shall be prohibited, if special regulation does not provide otherwise. Political advertising for the purpose of this law means public announcement determined for a) support of a political party, political movement, member of a party, or member of a movement, or candidate, or in their favour during an election campaign or referendum campaign, b) popularisation of name, mark, or slogans of a political party, political movement or a candidate. The special regulation is the Art. 23 of LENC which allows campaigning only in the Slovak Radio and Television.
