My career goals focus on continuous learning and mobility. Over the total of eleven (11) years of professional experience as information analyst and researcher, development/ humanitarian and electoral programs officer, programme manager and project coordinator, TV reporter and producer, public information officer and outreach/ training specialist, I have developed good information collection, interviewing, filtering and analytical skills to provide detailed assessment and profiling of situation within broader context; communication and negotiation skills to advocate ideas and conduct presentations (oral, visual or written), liaison and networking with high ranking authority, including military; experience in developing, monitoring, and executing programs throughout their life circle; supervise, train and mentor international and local staff, taking into consideration cultural differences; prioritise and act under most confusing and stressful situations. Worked for UN's electoral assistance sections in Timor Leste (2007) and Liberia (2005), have been election observer in Mozambique (EU, 2009) and Bosnia and Herzegovina (1998, OSCE). As information analyst at UNMIT I periodically produced situation reports and assessments on relevant socio-eco-political security related issues. As Head of WFP sub-office in Liberia I was periodically providing assessment and accounting reports on programme and administration related issues to donors as well as have participated in cross-cluster community recovery joint action plan among major UN agencies/ UN/ INGOs in cooperation with military under CIMIC. While with USA Department of State worked as note-taker at various governmental and Capitol Hill hearings, assisted in producing relevant policy papers. Worked as researcher with USA and EU think-tanks, including I have been researching and drafting reports of security sector reform progress in Balkan region under Stability Pact Working Table III Programme. I worked in public relations and public diplomacy field at Lithuanian and USA governments as well as with Public Information and Communication unit at UNMIT; have 5 years of TV reporting and producing experience. I have Master of International Affairs with concentration on international security policy and international media and communications. I speak English, Russian and Lithuanian, have good knowledge of Portuguese and basic knowledge of French, German, Polish, Tetum.
