Norm Kelly

Norm Kelly is an Associate with the Centre for Democratic Institutions. Dr Kelly conducts political training, including political party development and candidate training, and has worked in this field in Afghanistan, the Solomon Islands, and Papua New Guinea, and has observed elections in Bougainville, the Solomon Islands, Vanuatu and Papua New Guinea. He is the author of Directions in Australian Electoral Reform (2012, ANU E Press), and has written several articles and book chapters on electoral laws. Previously, Norm was a Member of the Legislative Council of Western Australia from 1997 to 2001. Norm is also currently working at New Zealand’s Ministry of Justice in the Electoral and Constitutional Law team.
