(...) In the CSE, one of the problems has been that if one party does not want to cooperate, it can be absent from the sessions and thereby eliminate the quorum. In the increasingly two-party system of Nicaragua it may not be easy to establish presence for a third force in the CSE, but in the long run it is worth considering.
