The National Election Committee (NEC) is to be re-formed. The composition of the new body must ensure political balance among members as well as a technical capability, if members are to continue to head the technical departments within the NEC. Establishing a body which is neutral, and which is perceived to be neutral, is probably not possible in the volatile political atmosphere of Cambodia. An openly political, multiparty election administration could serve to increase transparency and confidence.
