It has been suggested by a number of national and international bodies active on these issues in Cambodia that given the inability of the electoral authorities to satisfactorily investigate complaints or to impose the rule of law in the form of penalties for violations, that an “Election Court” might be established. Such a Court would be mandated to investigate complaints, such as against local officials accused of intimidating or bribing voters, make a ruling and where relevant impose sanctions. It was argued that the attraction of this is that the body would be from outside of a Province and therefore not susceptible to any local pressure.
