(...) We recommend removing the prohibition on voting for those citizens who are in the queue at 5 p.m. but have not yet voted. In the law itself the issue is somewhat ambiguous, but the by-law makes it perfectly clear that they shall not be allowed to vote. This kind of prohibition is against the internationally accepted practices that anybody in the queue should be allowed to stay and vote. Paradoxically enough, while Ecuadorians in this situation are not allowed to vote, they do have the right to request a voting certificate.
