The provision of some minimum material reward (e.g. money allowance, food) to polling officers was missing. (...). This did not appear to amount to a sufficient incentive for a large part of the selected polling officers to perform their duty, among other reasons because many of them might neither have a paid job from which to take a day off, nor be enrolled as students.
