Regarding physical organisation of the polling stations, it is clear that the current arrangements fail properly to guarantee the secrecy of the vote (...). The standard widely used around the world is one of voting tables set within the classroom with the voting screen set aside in such a way that nobody except the voter can watch the filling of the ballot paper.
