It is recommended that doubtful ballots should be decided at the time of the count in polling stations, which is the norm in most other countries. As most parties had Polling
Agents present, this would enhance the transparency of the process. This change would further speed up the counting process as one Returning Officer will no longer
assess doubtful ballots from hundreds of polling stations in her/his constituency.
