"The wide variety of norms of different levels and nature (Law, Regulations, Codes of Conduct, Directives, Instructions, etc.) sometimes creates confusion as to which rule
should prevail. Some Directives adopted by the NEC, in particular the one related to campaign activities and the one on the ""quick action"" procedure should be incorporated in
the Law."
