As distributions of gifts and incentives seem to be a widespread and deeply rooted political habit in Cambodia, a prohibition of distribution of incentives does not seem to be a workable option. For future elections, two directions should therefore be explored: a clear definition of what constitutes vote buying as well as a system of control of the
amounts distributed and of the modalities of distributions.
