The electoral law should clearly state that political party delegates, other domestic and international observers shall have full access to all stages of the electoral process
including the tabulation process at provincial and central level, re-qualification of invalid votes and of tally sheets. Access should also include obtaining relevant
information from CNE/STAE regarding the electoral process.
