Provisions should be introduced to enfranchise the homebound and hospitalised, election officials and public servants on duty on election day, in order to make
suffrage as universal as possible. There are different possibilities to be considered such as mobile teams, pre election voting at the local election authority, postal
voting or documents issued by the local election body authorising to vote in another polling station than where registered.
