Decree 46 should be reviewed and amended to reflect the current administrative context. Although Liberian media currently operates in a free environment in which
freedom of expression is guaranteed, Decree 46 currently provides the MICAT with authority to take some restrictive actions against the press more suited to a military
regime, under which this decree was created, rather than to a democratic administration.
