The Legal Framework on national, provincial and district levels should be revised, synchronised and harmonised, to accomplish an integrated, coherent and complete legal and procedural basis for future elections. One coherent election calendar, mandatory to all election management bodies, should be applicable to synchronise the election preparation and planning.
