Future election commissioners should be appointed on the basis of broad acceptance by electoral stakeholders. They should have proven knowledge of election processes and management talents. In addition, all senior officials, such as members of KIPs and PANWASLIHs, should conduct their duties as full-time professionals with adequate salaries but be barred from taking or continuing additional positions.
