The electoral legislation should allow all eligible citizens who reach 17 years of age by polling day to vote rather than at the time of registration. The right to vote should be extended to members of the armed forces and the police force, who would not however be entitled to stand as candidates, campaign or join a political party. The right to vote should encompass former members, sympathisers and the families of the PKI.
