Recommendation 5 (Complaints and Appeals) Palestine 2006

There should be clarification of the role of the EAC in addressing appeals from the CEC. The Election Law should be amended, or a binding judicial interpretation should be made, that clarifies whether a decision of the EAC is final and what decisions of the CEC may be appealed. The separate branches of the EAC in Ramallah and Gaza should take administrative steps to ensure that inconsistent decisions are avoided.
