Recommendation 18 (Parties and Candidates) Yemen 2006

Consideration should be given towards establishing alternative procedures for the registration of presidential candidates. All eligible candidates should have an equal right to have their nomination accepted, such as through the collection of signatures. Members of the Shura should not participate in selecting presidential candidates. This may require constitutional change.
