Reform of the legal framework for media regulation should be pursued, especially in relation to adopting a new Press and Publication Law. The restrictions on the content of what may be published should be reduced in number and more clearly defined so to avoid uncertainty. Penal provisions for breaches of the Press Law should be abolished; criminal libel and defamation codes should be replaced with civil defamation codes. The use of licensing regimes for opening print media and the qualification requirements for journalists should be dropped.
