More refinement and legal certainty should be developed for the provision of free access slots on ZNBC for candidates and parties. This should clearly establish the amount of airtime each candidate is entitled to during the campaign period. ZNBC’s internal programme guidelines should also be refined to ensure proportional access to candidates in important programmes such as news bulletins.
