Furthermore, the instruction to wait for the arrival of all ballot boxes before starting tabulation meant that, in some cases30, the process did not begin until midday on the 29 September. In order to speed up the tabulation process it is recommended to allow the returning officer to start processing the results forms as soon as they arrive.
