Recommendation 2 (Election Administration) Ecuador 2007

The appointment of the Election Commission members should be done in a pluralistic and inclusive manner; consideration should be given to candidates’ merit and experience. Members of this commission could still be nominated by political parties and movements; however they should be encouraged to act independently in their functions.
