Recommendation 10 (Election Administration) Ecuador 2007

The Electoral Commissions should give clear and non-ambiguous instructions through directives on what constitutes a valid vote and a null vote, aiming at preventing mistakes and misunderstandings. These instructions should also refer to the different options for voting nominally and for an entire list.
