The boundaries of electoral constituencies should be determined in such a way as to ensure that seats in multi-personal elections are equally distributed among the constituencies, in accordance with the distribution criterion established (e.g. number of inhabitants, number of registered voters, etc.) While maintaining minimum representation for the smaller provinces, the number of seats for most populated constituencies should be increased in order to give all electors balanced voting powers in line with international standards.
