An independent mechanism should be established for the resolution of electoral challenges and appeals. A separate branch of the Election administration (integrated by judges with specific knowledge of elections) or a specific section of the judiciary (i.e. by means of the establishment of a chamber competent for elections issues in the Supreme Court) should deal only with the resolution of challenges and appeals and the imposition of sanctions as provided for by law.
