Recommendation 6 (Election Administration) Kenya 2007

The Electoral Code should enable the ECK to issue regulations, guidelines or instructions, without the approval of the National Assembly, which should be legally binding to all election stakeholders. In all cases the ECK should issue such regulations in adequate time to enable election officers, political parties and voters to be fully aware of their contents. The ECK should also avoid issuing last minute instructions.
