Enhanced measures should be introduced to sensitize the population and political parties as to the adverse effects of both acts of violence and divisive campaigning. A necessary framework should be introduced to ensure the provisions in the electoral code of conduct and other legislative provisions receive prompt and effective responses from the authorities. In order that these provisions are respected penalties for breaches to its provisions should be proportional, but effective remedies.
