The ECK should introduce a permanent set of measures to ensure that all sections of the population that are displaced for reasons of insecurity, natural disasters or any other reason beyond their control can vote. Prior to election periods a full assessment of the needs of these areas should be undertaken to allow adequate planning and logistic preparations. Temporary parallel polling stations should be reviewed to ensure consistency and security in the places where people vote. All necessary facilities and documentation needed by voters in these areas should be in place prior to the elections.
