Consideration should be given to establishing the EDSB as an autonomous body inside the ECB, with additional staff allocated exclusively for this purpose. Public information campaign on complaint rights should be conducted prior to elections. The burden of proof should rest with complainants; this measure will minimize baseless complaints.
